- A brief ABC on this technological tool designed to prescribe services and technologies not included in the Benefits Plan.
Bogotá, May 11, 2017. On December 1, 2016, the Ministry of Health and Social Protection started implementation of My Prescription (Mipres – for the acronym in Spanish), a technological tool designed to prescribe services and technologies not included in the Benefits Plan for the people registered in the Contributory regime.
In order to ensure that Health Promotion Organizations (EPSs), Health Care Providers (IPSs) and health professionals make the corresponding adjustments that allow the implementation of the tool, which occurred gradually. The Ministry conducted the follow-up and support required by all the mentioned actors.
As of April 1, 2017, health professionals must obligatorily prescribe services and technologies not included in the Benefits Plan through this tool. Therefore, the Ministry of Health and Social Protection considers it appropriate to specify:
1. The Mipres tool facilitates access to services and technologies that are not included in the Benefits Plan. Therefore, the health professional now prescribes them directly, without the approval of the Technical-Scientific Committee (CTC).
2. It is the obligation of the EPS to inform in a timely, clear and reasonable manner the place where they will provide the service or technology not included in the Benefits Plan that has been prescribed by the health professional.
3. The EPSs must make the timely delivery of the prescribed drugs and services, in the times established in Resolution 3951, 2016.
4. The Ministry of Health and Social Protection does not intervene in the process of prescription, authorization or delivery of services and technologies not included in the Benefits Plan, which is why it does not issue authorizations. In this regard, the EPSs, IPSs and operators will not request guarantees or verifications from the Ministry.
5. The IPSs must comply with the terms for the meetings of health professional boards, which must not exceed five (5) business days after the request by the health professional. The meetings only operate when it refers to nutritional support, complementary services and medicines included in the UNIRS listings and in the reports of the Scientific Societies. In other cases, there will be no approval or authorization.
