- Minister Fernando Ruiz informed about the transfers and payments to give immediate liquidity to the system.
Bogotá, April 17, 2020. Fernando Ruiz, Minister of Health and Social Protection, explained the developments of the financial consolidation strategy of the pending accounts of the State with the health system and the delivery of the flow of resources that allow relief for providers.
"A very big concern, expressed by the National Government and which affects the economic and financial health of hospitals, is being able to maintain a flow of funds to allow them to overcome difficulties at the moment, solve many of their problems, and also arrive with the immediate possibility of paying and clearing their debts, especially related to human resources," said Minister Ruiz in the Prevention and Action program with President Iván Duque.
The End Point Agreement has been a banner of President Duque, seeking to solve the problems of the past, the years-old debts. "We are in the process of how to instrumentalize it. Decree 538 issued streamlining mechanisms and we are working very intensively to be able to transfer the amount of resources for 5.2 trillion pesos starting May or June, which would give immediate liquidity to the system," said Ruiz.
In the last two weeks, the minister said, there was a flow of $364 billion pesos. 97.46% of the resources were delivered directly to 179 hospitals, clinics and health providers. "Direct transfer that does not go through formalities and that immediately solves," he added.
Lastly, Ruiz announced the signing of Resolution 619, which opens the purchase of portfolio in ADRES for $700 billion. "Direct purchase of ADRES, not through banks. A solution can be started as of next week," he concluded.
